Vision & Objectives for the Design Statement & Issues to be addressed
The design statement must be fit for purpose. What are we aiming for? What do we want the final document to contain? How will it look? Who will use it (audience)? How much weight would we like it to carry in the decisions made by EHDC Development Control officers and by Government Planning Appeal Inspectors? Should it tackle just urban/suburban design, urban/suburban and rural design, historic building design (David J has offered to look after the historical/historic buildings aspect of town development), sustainable development and construction, accessible / inclusive design? What do we want to encourage and discourage in design terms? Do we have any particular area/site specific concerns & aspirations?
These decisions will be informed by context (other good examples, planning policy at all levels, discussion with experts, decision if Design Statement will be part of the East Hampshire LDF, etc.): see later notes.
Petersfield USPs:

Relationship to the East Hampshire Local Development Framework (LDF)
The Local Development Framework (LDF) is the new district wide development plan, which East Hampshire District Council (EHDC) are preparing. It will, in time, replace the adopted District Local Plan (date & status tbc). We need to establish early on if the Design Statement is envisaged to be a Supplementary Planning Document (SPD), forming part of the East Hants LDF; Councils are free to decide, subject to advice set out in national planning policy guidance.
The Companion Guide to Planning Policy Statement 12 ‘Local Development Frameworks’ (PPS12), Creating Local Development Frameworks, includes achecklist (page 45), which shows a Village Design Statement (VDS) in an illustrative LDF timetable (called a Local Development Scheme, LDS). Some take the view that a VDS should be afforded little or no weight in the determination of a planning application or appeal unless it is has been embraced by the local authority as SPD under the current planning system.
EHDC will be updating their LDS annually, for submission to the local government office by March. Can & should we programme our design statement into this wider LDF project plan?
If the Design Statement is to be SPD, Sustainability Appraisal will be required. Who would do this?
SPDs also need to link with a policy in the LDF Core Strategy.

1. Adoption – ensuring that the TDS is adopted as a supplementary planning document.

The Process
The advice seems to be that we need a clear, but limited focus, producing draft statements from the outset, which are edited and updated. I’ve placed most of comments within the framework of a town design project as outlined by the Countryside Agency.
Stage 1 – Getting Started

Area of Outstanding Natural Beauty (AONB)
Core Strategy: Central statutory document within the LDF portfolio.
East Hampshire District Council (EHDC)
Local Development Framework (LDF): A portfolio of Local Development Documents that provides the framework for delivering the spatial strategy of the area.
Local Development Scheme (LDS): Three year project plan for the production of LDF Documents.
Planning Policy Statement (PPS): New title for Planning Policy Guidance, issued by Central Government.
Statement of Community Involvement (SCI): Sets out standards for involving the community in the preparation, alteration and review of LDF documents & significant planning decisions.
