Character Analysis
1. Location in Town

This is the commercial part of town. It lies to the west of the mainline railway in an enclave between the line and the A3 bypass.It surrounds a residential area. It is an appropriate location for commerce, Bedford Road runs through the estate and joins the A3 at the roundabout, giving access by road directly from the estate to the main London to Portsmouth road. The new McDonalds restaurant, hotel and fuel station are also readily accessed from the A3. The noise from the railway and the A3 would make this area unsuitable for residential use.

2. Vistas/Views

The South Downs, particularly Butser Hill, and the hangers to the north west, are all visible from the estate. This means that the estate is equally visible from the surrounding countryside, and should maintain a low profile to avoid being too conspicuous.

3. Landscaping

Some of the most recent developments in the estate, such as Rotherbrook Court and Petersfield Office Park, have been landscaped, both by screening and within the sites. Some older developments, such as DBC, have been screened, but are bare within the site. Older developments have no landscaping at all, with buildings being surrounded by untidy compounds. There are many open spaces which are simply neglected. Apart from the sites with landscaping, the estate is stark and unattractive. There are a number of streams running through the estate, and these and their banks could be improved to uplift the appearance of the area. Improvements could also be made to footpaths and other access routes. McDonalds restaurant has made a pleasant picnic area beneath the canopy of a large oak tree.

4. Building Characteristics

Apart from the recent developments, the development of the estate has been evidently sporadic and haphazard, and so has no uniform cohesion. The more modern buildings are more attractive and up to date, despite being commercial.

5. Building Materials
The older buildings are steel framed corrugated structures. Some are of brick or blockwork. Most are functional and unattractive. The more modern buildings are of brick and tile.
6. Roofs

Many of the buildings have corrugated roofs, which is to be expected on an industrial estate.

7. Special Features & Landmarks

There is nothing to attract the visitor, except to conduct business.

8. Sustainability
The recycling centre is located on this estate.
9. Short summary description of area

This is the commercial part of Petersfield, and is in the best place. It provides important business and employment opportunities, including those provided by Whitman Laboratories (Estee Lauder). It is gradually losing the older, unattractive sites such as the coal yard, but is in need of a stronger plan for cohesive redevelopment

10. Main issues and recommendations

 

· Well planned redevelopment is needed for the older buildings and sites

· The junction of Bedford Road and Frenchmans Road needs to be improved

· The introduction of ‘starter’ industrial units available to let would encourage local businesses to start up – the new developments are attractive but expensive

· Security is needed for the estate, to deter vandalism, theft, and trespassers. A CCTV system would be helpful, linked to a control centre.
