Character Analysis
1. Location in Town

Area 14 is close to the Town centre at the NE of Town.  It is bounded by Station Road to the North; College Street to the East; the Central Car Park cycle route to the South and Chapel Street to the West.  It includes Windsor Road, Winton Road, Lyndum Close, King George Avenue and Barham Road.  The NE corner of the area is part of the Conservation Area. There are eight Listed Buildings including a chimney.

College Street was part of an enhancement scheme put in place when the bye-pass was built.

 

2. Vistas/Views

There are no distant views of hills or countryside.

Looking into the area at the Station Rd Chapel St junction three listed buildings can be seen, two semi-detached cottages called Follys End and a family house.

Looking out of the area the Tilmore Rd junction with Station Rd can be seen with its two very old buildings. These are not listed. This is a very bad junction and the road is difficult to cross here.

Looking into the area from the junction of Chapel St with Park Rd the central car park is seen and also the Station/ Taro Centre cycle way. Part way up Windsor Rd on the left is a very well tended vegetable garden.

 

3. Landscaping

The streets are not lined with trees but it is always possible to see trees or shrubs. Looking E out of the area the very tall trees in Grenehurst Way can be seen and looking S from the Central car park the two large deciduous conifers outside the Physic Garden can be seen.

4. Building Characteristics

There is a big mixture of buildings in the area. Most are two storey. They are mostly dwellings but there is also a little retail and office space.

Most of the buildings are quite old but there has been some development. There are two three-storey blocks of flats with flat roofs that do not fit very well with the older designs. A lot of the dwellings are terraces of small houses. Some have very small gardens at the front. Some have larger areas at the front and some of these have been turned into off-street parking. Windsor Rd has both types of terrace. Barham Rd has terraces of small houses on the S side with bigger detached houses on the N.

 

King George Ave has very high-density development but still manages to look a pleasant street. There is a two-storey block of private flats that is well designed and landscaped. There is a two-storey block of social housing flats that has some landscaping. A controversial three-storey block of flats is being built at the corner of King George Ave and Barham Rd. The local people were disappointed to see a bungalow and house knocked down to allow this development. On the opposite side of Barham Rd there are two two-storey blocks of flats with limited landscaping.

In Lyndum Close there is a small development of social housing bungalows with a large green space in the middle. The close also has some chalet bungalows and there is a sheltered housing two-storey development at the end.

 

5. Building Materials
 The predominant building material is brick. It is mostly red. There is some tile hanging on the newer buildings as well as the older ones. There is some rendering.

The listed building at the junction of Windsor Rd and Chapel St has some modern looking rendering to the front. It has interesting brickwork especially the chimneys and the E elevation.

6. Roofs

There is a wide variety of roofs. Apart from the flats in Winton Rd that have flat roofs they are mostly pitched roofs. Looking N out of the area many of the houses on the N side of Station Rd have interesting ridge treatments.

7. Special Features & Landmarks

College St was redeveloped as a project when the bye-pass was built. The pavements and dropped kerbs were designed in with the new road surface. This was bricked to begin with but although one-way it still takes a lot of traffic. The brick surface was replaced when it began to sink. There are three listed buildings on College St including Cat Cottage and The Good Intent. Looking E out of the area on College St three listed buildings can be seen. On the S side of Station Rd, set back, there is a listed chimney.

8. Sustainability
 Looking E at the junction of Barham Rd with College St solar panels can be seen on a house in the conservation area. This does detract from the character of the conservation area.

The S boundary of the area is part of the station/Taro Centre cycle way. This is planned to link up with the cycle way from Ramshill via Skinners Lane and eventually the cycle way to Liss and beyond.

9. Short summary description of area
The area is very mixed. On the W and E borders are very old and listed buildings. Looking N out of the area are Victorian buildings. There are several terraces of small houses. Unfortunately one of the prominent features is the two flat roofed blocks of flats. Most of this area has older buildings but many of the new ones have been designed to fit in well.
10. Main issues and recommendations

There are some houses in large plots that may be at risk of being redeveloped into high-density plots.

One of the main problems in this area is parking. There is little space for on-road parking where there are terraces of small houses and it is a pity that to overcome this problem some of the older terraced properties have turned the front garden area into a parking area. In any new development the county parking standards do not allow enough parking spaces. How do we get people out of cars and on to public transport?

 

There was a planning appeal against EHDC’s decision to refuse building a bungalow in the back garden of Cat Cottage. The appeal was lost but it shows that if we are to protect our listed buildings and the setting of them we need strong planning policies in place. There was a similar situation with Quaker Cottage on the opposite side of College St.
