| 1. Location in Town |
On the edge of the town, a residential area between housing estates adjacent to Pulens Lane and Heath Road East and open countryside on the east side of Petersfield, together with playing fields and the Taro Centre, EHDC Offices at Penns Place and the Rugby Club. |
| 2. Vistas/Views |
Penns Place and the Taro Centre look at playing fields, trees and a well wooded landscape, with views of the Hangers to the north. From Harrier Way and Rival Moor Road, there are views of farmland and the South Downs. However, within the built-up estate views are very limited - mostly roads, cars and similar 2 storey housing. |
| 3. Landscaping |
There is a significant copse of trees at the junction of Durford and Harrier Roads and within the estate there are 2 important groups of Pine Trees at Wood Lark Gardens and at the back of Firs Park. Otherwise the estate comprises suburban gardens, with hedges, driveways and ornamental trees. Durford Road has several significant trees in groups. |
| 4. Building Characteristics |
Penns Place and the Taro Centre together with the Rugby Club are significant buildings set within playing fields. The EHDC Offices are undistinguished, comprising a mix of flat-roofed offices at the rear, the Main Entrance and single storey Council Chamber and additional flat roofed offices at the side together with a traditional 2 storey farm cottage at the entrance. The Taro Centre with its sports halls and swimming pool has interesting roof shapes and colour and marks itself as a focus of recreational activity. The housing estate is almost entirely of 2 storeys built at different times over the last 30/40 years. there are bungalows in Eastlake Close and mobile homes in Firs Park. As elsewhere in the town, much of the residential area is of conventional suburban design and fails to make the most of its location, particularly adjacent to open countryside alongside Harrier Way and Rival Moor Road. The housing along Harrier Way turns it back on the road and countryside, with the road edged by gardens and fencing. Along Rival Moor Road and facing south, the housing has fantastic views but the design lacks interest and provides a poor edge to the built-up area of the town. Within the estate, there is more housing with its back to Rival Moor Road and the streetscape comprises fencing and a grass edged road. Elsewhere there are cul-de-sacs, with most parking in rear garages with the result that there is considerable on-street parking. Along the main route of Durford Road, which is bounded by 2 storey housing, it is busy, particularly around the Post Office and General Stores. |
| 5. Building Materials |
|
Brick throughout, with some tile hangings but little distinguishing features. |
| 6. Roofs |
Most housing is conventional design and roofs are traditional with clay tiles. The Taro Centre has an exceptional roof that makes a statement in a slightly unconventional and interesting manner. |
| 7. Special Features & Landmarks |
The Taro Centre is the only special building, otherwise the location of Rival Moor Road and Harrier Way adjacent to farmland and with their exceptional views of the Downs are unusual features of Petersfield. |
| 8. Sustainability |
|
Some solar panels on housing along Rival Moor Road, together with new panels at EHDC Offices at Penns Place. |
| 9. Short summary description of area |
An area that lacks a focus, except at the Post Office in Durford Road, with a poor layout and little design thought. Penns Place is a poor example of a public building and lacks any distinguishing features. The Rugby Pavilion similarly has little to distinguish it. The Taro Centre at least attempts to secure an identity as a sport and swimming centre. |
| 10. Main issues and recommendations |
|
Design guidelines for any future developments at Penns Place or for the recreation facilities need to show how they relate to the open countryside and how the area is special. |
